What should I do next for my heat to work? heres a diagram and what ive done...

Sorry if this is the wrong area but here it goes, i have NO heat! I got this numbered diagram from the dealership and have already replaced # 13, and 19. The problem i noticed is that theres no vacuum(suction) from #14 line and from what ive read that line is supposed to crerate a vacuum which opens the control valve allowing hot water into the core for heat, but my heater core is getting hot but still no heat. Once I disconnected & pinched off the #14 line and got very hot heat just for that moment and soon as I re-connected it the heat stopped & thats when I changed the heater control valve(#13) but no results, and no vacuum at all in the line either, so I changed actuator(#19) and still no heat. So im thinking i need to replace whatever makes the line that runs between #13 and #19, not sure what #20 is for but im thinking that since it goes to #21( dont know what its called) I mind as well replace that today so off to the junkyard for now. Does anyone know what else I can look into? The bm works on all speeds and the heater core/hoses are getting hot as well. Ive already replaced the WP, RAD, T-STAT and gaskets(head/intake)...btw, what is #21 called and what does line #20 do?

Get rid of #13 altogether for now so you have heat, fix the heat issue in the summer.

You'll need a hose adapter to got from the 3/4 to 1/2 or what ever the sizes are. I did the same thing to mine, I bypass the core completely in the summer if it gets to hot.

does gray/black wire on 19 get volts when you turn temp dial from max cold to any other setting or vice versa.

never thought of that, will that enable heat all the time?

and forget #21 does not really have a name disconnect 20 from solenoid valve on firewall end and make sure you have vacuum.

Hmmm, ill have to check those wirw sunlite but all i have ais a lousy tester with a screwdriver handle that lights up...gotta fine it, is there another way to check it?

No vacuum from the thing on the firewall at all..

vacuum on line #20 while still attached to engine part #21.

Oh okay.....

Just checked that and there is NO vacuum on line #20 from the part on the firewall(as seen in pic), but the engine part #21 has strong vacuuming..
