Radio Unlocked but XM Still Theft locked

I swapped a salvage unit into my tahoe. Got the theft lock removed using techline connect.
However, the XM component is still theft locked. Is that normal, or did I not select the correct RPO's when programming?

should be all in one in the radio but may depend on the year, I would go back and reprogram it again but also select any radio modules, you can re-program as many times as you want it will just tell you it already has *** calibration. if you still have trouble you can call tech support for help
