so try the above suggestions, then report back
The sound is definitely a constant sound, I’ve found out it even chirps when the car is off and the keys are out of the ignition, it only chirps around 6 times, once every minute and then goes away for around 20 minutes then comes back and repeats. I checked the hvac and other fuses with a volt meter and everything was all good in there, the blend door actuator works perfectly fine making little to no noise at all. The car also sometimes chirps after letting off the brakes at a stop light.

Is there anything that is supposed to chirp at you when your brakes or suspension go bad? Is this chirp sound letting me know something in my brakes is failing?

are you the original owner?
that sounds like something aftermarket, like maybe a alarm or radio module, etc
being it is that loud and consistent it should be rather easy to find.

I got the car back in 2004 when it had 300 or so miles on it. The dealership owner was using it and then decided to sell it. I haven’t added anything aftermarket to it

Where should I look to find something aftermarket that maybe the original dealer put on it?

under the dash, if you pull the cluster trim piece off then the lower bolster/kickpanel piece under the steering column then you can see up in there and cycle the key and see if you can find the source of the noise, you will need a 7 or 8mm socket to get the panel off, the trim piece around the radio and cluster just has clips, you have to move the shifter down to 1st gear and tilt the steering wheel down to get the trim piece off

I don't think you need to pull the cluster just yet, but this show's you get the trim piece off, the bottom bolster is just 2-3 7mm bolts, then it pulls off there is a couple clips on the upper edge.

I need my car to be fully functional for a couple days before I tackle this I’ll let you know in a couple days of what I find.

In the meantime I have trailer brakes on my car or atleast I think that’s what this box is. Should I turn it off to see if it’s the problem I’ve never questioned its importance till now. Maybe you know a little more about this box.

Yes, that's an aftermarket brake controller. If it's using the factory wiring, pull the Stud #2 JCase fuse in the underhood fusebox and that should remove power from it.

If the fuse is in place, the controller will be active at all times -- the circuit is always on -- but will likely go to sleep sometime after the ignition is shut off.

Thank you! I’ll take that fuse out and come back in a couple of days to tell you guys if this fixes the problem. If this doesn’t fix it I guess I’ll keep troubleshooting.

Unplug it or remove the fuse that powers that box. If the noise stops that's where the chirp is coming from.
