Retired 2019 PPV Tahoe. Rear windows inoperable

Just bought (3) retired 2019 PPV Tahoe's.
Rear windows will not roll down from the rear switches.
Rear switches are connected and looked in the pillars and everything is connected there too.
Window switches on driver's front door are all connected.
Windows do roll up and down from the driver's switch.
All fuses are good.
Any ideas?
Has anyone had any luck fixing the rear inoperable window?
I'm in the middle of restoring a 2019 PPV, ive installed all new interior and all I have left is to figure out how to wire the console as there's no connector, just wires hanging and also the rear windows do not work.
Also trying to figure out if there's hidden wires for the 3rd row seat to install switch to raise and lower powered seats.

Sounds like it's a prigrammimg thing to get the rear window switches working.

For the powered seat there's a good chance the wiring isn't there. Police vehicles usually have unique wiring harnesses that don't include options they didn't have.
