Truck is back to running poorly when going down the road, I now have a Delphi fuel pump on the way and will be installing this weekend. If that doesn't work I'll move on to injectors, which are doubtful, but if that is the case it'll be a bit before I buy all of them. Thanks for everyone's help...
The fuel pressure regulator is brand new, was replaced before I got the truck. I just replaced the fuel filter last night as well, and removed the vapor canister.
I’m thinking it’s going to be the check valve as well, so the pump will definitely be coming next as well as cleaning off the tank itself with all the mud. I’ve got a decent scanner I use on both of my Mercedes. I can’t believe that A Tech scanner is more than a STAR diagnostic for the Merc.
Fuel pressure regulator was recently replaced but I discovered today that they did not replace (or attach at all) the vacuum line for the regulator, so I replaced that. I also installed a new fuel filter and that definitely helped the issue by a decent margin, but you still can't get down in it...
Alright, just got the fuel pressure test done and it’s holding 50PSI at idle, but once it’s turned off it leaks down pretty darn quickly. Shop said should expect a leaking injector possibly, but the truck has been starting almost instantly and idling without issue.

In regards to a tune up, the truck does have brand new ignition wires and NGK spark plugs that were done about 2,000 miles ago. I don’t believe the ignition coils were replaced, but from my understanding the issue I’m having is not related to ignition coil failure.
