@gooffeyguy the cir clip on the shaft really doesn't seem to have much room at all to compress around the shaft. I did put grease on the shaft before putting it in the housing. I do have the old cir clip and it looks to be complete.
I noticed before that with putting the shaft in without the cir clip that it seems to be a fairly tight fit and not much radial play. It makes me think that there isn't room for the cir clip to compress to fit through there. I'm really starting to wonder if I should have left the old clip in...
Trying this again today and I'm back to where I was struggling last weekend. I picked up a new cir clip last night. The now 3 that I have (the original, the one I was using last weekend and the new one) all seem to measure the same. I did try the suggestion from @George B to engage four...

I got the shaft out. Wrecked the seal in the process though. It seems to look ok in there. I was thinking that the cir clip was stuck in the chamfered area past the bearing.
@OR VietVet holding the shaft in the end of the flange is about 3" from the side of the housing. I've probably got about a 1/2" of both radial and axial play so I don't think it's engage with splines yet. I can't just give it a tug like I could before to pull the cir clip through the seal...
I was checking this out again today. Not really sure what was going on before, but parasitic was down to .02 amps without me doing anything to it. I checked a couple times and left my meter on for a few minutes. The reading stayed consistent.

If I remember correctly there is a smooth area between the splines and the bearing. I think I have the cir clip past the bearing but now there's something else I'm fighting to collapse cir clip.
I got the shaft in some the cir clip is past the bearing. Now its in another spot where the cir clip won't pass through and I can't pull the shaft back out.
@randeez oh gotcha. Yea i have a deadblow here that I've been using. Can't get a real good swing in there but its enough that the cir clip has gotten a little marred up.
@randeez but the splines are in past the bearing. I did try putting the shaft in without the cir clip and had problem getting it pushed in and engaged with the splines.
I honestly don't know what I'm missing here. This all the farther I can get the shaft to go in. It seems like the cir clip won't pass through the needle bearing.
Back at it again this weekend. Have a new bearing, seal and cir clip. This may be a dumb question but how do you get the axle shaft pushed in with the new cir clip on?

Has anyone ever experienced a parasitic draw that would alternate between .7 and 3.4 amps? I thought I was having connection issues with my meter, but even once I had solid connections the draw would still change. It seemed to change about every 20 seconds or so. I don't know if I'm dealing...
@MassHoe04 its one my dad's toys. I'm not entirely sure on the model other than being called a highboy. Dad has gotten into car shows over the last few years and takes that one fairly often. The camaros are on the other side of the shop. Then he has others at my sisters place.
My headliner has sagging fabric so I was figuring remove it so I can put on fresh adhesive. I was watching a video about how it comes out and the process seems a bit daunting. Do dash panels really need to come out? I worry that with the old plastic something is bound to break.
