    The IPC uses the engine speed signal circuit - 2 pulses/engine revolution - from the PCM in order to calculate the engine speed. The tachometer defaults to 0 RPM if a malfunction in the engine speed signal circuit exists.

    You could test your actuator harness for voltage spikes or irregular voltage. Looks like at least one relay you could look at. Do a voltage test at the fuse to look for anomalous voltage while operating the actuator.

    Check blower motor resistor, it could be failing. Look for melted areas, etc. I think there is another actuator or blend motor where you are hearing the noise.

    The PCM is detecting a crankshaft rotation speed variation indicating a misfire sufficient to cause emission levels to exceed mandated standards. Bad gaps, janky plugs. Does your scan tool tell you which one is misfiring?

    Yikes, that sounds like the classic Castech cracked head issue. You have to remove the valve cover and look for coolant or a crack on the head. Could be head gaskets if you have overheated before.

    Get some Mass Air Flow cleaner and spray it down. Make sure it is totally dry before reinstallation. Big module right next to air filter box, band clamps on each side. Looks like a crazy honeycomb. Intake manifold gaskets might be something to look at to check for leaks.
