Not necessarily. AC Delco has a couple different levels. OEM, Gold and Silver. Stay away from Silver. Be leery of Gold. Use OEM.

I would start by checking your battery connections to make sure they are tight and corrosion free. I would also check all your cables to make sure they are in good condition and not all corroded up.

Yeah….pretty much the only thing you gain with a different intake might be some more noise when you rev the motor, but there will be negligible, if any, HP gains. The OEM intake is a pretty good design.

I’m not 100% familiar with your generation of vehicle, but based on my experiences with AutoLevel in the 2007-2014 generation of vehicles, it sure sounds like a bad compressor. A common failure mode is the airbags get a leak and the compressor runs excessively to compensate and burns itself up...
Does your Tahoe have AutoLevel? What you are describing sounds like the air compressor for the AutoLevel system pumping up the airbags in your rear shocks. If it’s making odd noises, it could be a sign that the compressor is starting to fail.
