Those are some nice parts to be flux core welding and being new at it, hmmm.
While it's not the most desirable for exhaust work, it can be done.
Grab yourself a few cans of anti-spatter before you start welding with flux-core and you should be ok. Spray the sheit out of everything before...

They're 20 x 10 w/+10 offset. My drop is roughly 4.5F & 6.5R.
Will I have issues with a 275/45 tire with either rubbing or turning?

There are a few companies that make bushing kits to eliminate the slop. Izzy has probably the best kit but it's pricey.
Believe it or not they actually help prolong the life of the rack, at least out in the desert. Don't see why they wouldn't do the same on the road in a less harsh environment...
