The vent for the evap system could be plugged. As said above, newer vehicles don't have a cap unless it has the flex fuel option on it. Then it has a yellow cap Like you already have.
The NV4500 can for sure handle 400hp. That's what I put in my 91 gmc with 4.88 gears and 37's. If you do go with the NV4500 try and find the one from the mid/ late 90's, they used the same case for the gm and dodge trucks in the mid 90's
