Mode Door Acuator... anyone? Not the Blend door

Air stuck to panel vent
Read tons here. Just posting Unlike many threads, my air and heat work fine. Only issue is in front. whether a/c or heat, only air comes out panel vents. Nothing too defrost, nothing to floor. So is this still an actuator issue? if so which one? Rear works fine, the 2...
