1996 Tahoe hard starting issue

I have a 1996 Tahoe that we got in March some time. The truck runs great and gets around 15 or so in city driving. The problem is when you start it it's almost the fuel pressure is low. Several people looked at it an all came to the same conclusion. Since this weekend I've swapped the fuel pump with an AC Delco part, Seafoamed the truck at the vacuum line from the brake booster and through the fuel system, changed the oil with 5w-30 Royal Purple, flushed the coolant with Dexcool and added Water Wetter (a drain plug be awesome) and swapped the fuel filter. Anyway the truck is still doing what is was before. Before I swapped the fuel pump and filter on Monday it acted right for a little while. On Monday I swapped the pump and filter out and the truck is doing the same thing. Granted it seems like the truck has about 20 extra HP but it is still turning over several times before it cranks. It's good fuel economy has ruled out IMO an injector issue because usually injector issues decrease mileage. Could the battery be weak making it difficult to start? I'm really drawing a blank here and need some help. With no CEL lights it makes trouble shoots difficult. One last thing is the alternator and all the belts and idlers have been replaced. This weekend I'm swapping spark plugs as well. Sorry for the long post but I'm trying to make sure I've given all the info I have on this to get to the bottom of this.

Is you pump priming on initial turn of key? You pressure regulator could be malfunctioning. Worn ignition components can cause hard starts. And the pcm can technically go below 10 volts and still operate the powertrain management system.

Also do not sea-foam Vortec engines thru the brake booster hose it is not entirely effective. There is a better way.

Btw there is a radiator drain plug on bottom left side on rear face.
