2011 Tahoe Z71 4x4 passenger seat issue

The passenger seat on my Tahoe reclines back but won't tilt back forward so I'm left with a reclined seat that's very uncomfortable for any passenger to sit in I have no idea what the problem is because I've never had this issue on any vehicles I've owned before so if someone who's dealt with this or someone who has knowledge of issues like this could help me it would be very much appreciated
