95 Tahoe rear shock mounting bolts

Just swapped 3 of my shocks with Bilstien 4600. Of course on the last one in the rear i go to remove the two top mounting bolts and the retainer clips broke from the frame leaving me with a continuously spinny bolt. I am wondering if this has happened to anyone and how can i go about removing the bolts to get the new shock in than zipping those bolts back in without them just spinning. I’ve tried a handful of things as the access to that area is not easy to get too. Any help/advice on what seems logical would be appreciated.

Used to use an old bent end distributor wrench to hold a nut/bolt head in that hole area. Or heat and bend a wrench that fits.
