97 hoe strange door lock actuator/ swtich problems

hi guys im having a problem with my 97 hoe , i replaced the drivers door lock actuator last year and again about a month ago , it had siezed up and wouldnt allow teh door to to open , today oddly enough it happened again , and to add to teh confusion thsi time the door lock un,ock switch stopped working as well, after some investigation and probing around i found that the cigerette lighter wasnt wrking as well , now when i pulled the cigerette ligther fuse out the door lock actualors will work with the remote on the keyfob and when u put teh fuse back in the locks are being held closed this is very very strange and frustrating, can anyone help me diagnose this problem on what it might be

Sounds like a short somewhere. Check the lighter wires and the door lock wires. The cigarette lighter wires always have power to them and when you push the lighter in, it creates a resistant circuit which heats it up. I'm thinking it's shorting with the door lock wire somewhere. Just a guess.
