'99 Rear Hatch latch

I have the fold down gate on my '99 Hoe...

Can you open the gate without the key, assuming the window is popped? I swear I used to be able to just lift the latch and it would fold down, but it doesnt anymore, and a mechanic told me you have to have the key to unlatch it....true?

Hmm.....welll I supposed the body shop screwed it up when they put it back together. I had the shop who did my lift check it out and he said there physically isn't any mechanism to do that...I must be missing a rod or something in there.

Anyone know where I can see a diagram?
