99 tahoe fan blower

I have a 99 tahoe and the fan blower is stuck on med-high. It all started with just med-high in any fan switch position including off. I checked for voltage at the resistor had none. After reconnecting the harness the fan only ran high when the fan switch was in off or low. Med-high and high turned the fan off.

I replaced the fan switch and problem persisted with no change. I replaced the resistor and the problem is still there??

At a complete loss any help is greatly appreciated..
