99 Tahoe. Won't start. Has spark. DCL dead. Any thoughts?

My girlfriend's 99 Tahoe died on the road under acceleration. It has spark and fuel. Fuel pump runs and primes the system. The DCL is dead but fuses are okay. I'm afraid I don't have a service manual and can't afford to throw money at it at random. I could really use some help, any thoughts? I would really appreciate any suggestions. I'm afraid that the ECM may be bad but it has spark. Thank you.

What is the DCL that is dead? Data Link Connector? If so, does the check engine light come on and go off after a few seconds when ignition is on?

What is your fuel pressure? Spec is 60-66 psi with ignition on, engine off.

The DCL is the Data Link Connector. The check engine light stays on and does not go out. I haven't checked fuel system pressure because I don't have a gauge. However, the engine quit like someone just turned the ignition off. There was no sputtering, loss of power or anything else so I'm inclined to think that the fuel system is okay.

Correction on my part--the "service engine soon" light will come on and stay on with ignition on. I had thought that it would go off within a few seconds.

Here are the diagnostics for a DLC not connecting on a 98. It's probably similar to or the same as a 99.

First of all, thank you for your help. It turns out that I missed something too, the check engine light never came on only the check gauges lamp. I'm taking the gauge cluster out so I can check it. I got the DCL working, there are no error codes. Shouldn't there be something if the vehicle won't start or if the engine control module is dead?
