A/C issue?

Hey guys-
So I got a little (maybe not so little, not sure) air conditioning problem When the a/c is on high it blows wonderful no abnormal noise, however the lower the a/c speed a noise appears. I'm not sure hoe to describe it but it sounds kinda like air running into something but then is also a little rattle/chirp too. It comes and goes and gets softer and louder (not to loud or anything) but enough to be annoying. The only real constant seems to be you it it more on the low setting but it still comes and goes sometimes quickly sometimes not for 20-30 min.

Thoughts?

mine does the same thing. I think it may be the blower motor. I had a leak from my cowl. When it would rain the rain would leak into my heater box then on the floor. So I thought there may be some rust in the metal parts.
