Am I confused about this grille?

I like this grille but is it the entire grille or just inserts? Is only $60 so I would guess inserts but all of the other ones say that its just inserts and this makes it sound like its the whole grille... Anyone know? I want to get a grille similar to this style and have it powder coated black
