it's a RFID Tracking Tag. The dealership probably forgot to remove it when you bought your vehicle, or you're being tracked by the NSA, either way I would just toss it.
Here's a little bit of info on how that specific RFID works, I think allot of dealerships use them to keep track of inventory.

yes that's what it is for, generally you have to be within 6 feet of the rfid radio for it to be scanned, not something some one could follow you around with like a gps tracker, it's the same kind of antenna placed in some retail packaging usually inside the wall of the cardboard package mostly used for store inventory countingInteresting. I always wondered how they could address me by name when I pull into the service bay.
