Blend door actuator

Hello, I'm having a problem with the heater on my 99 tahoe. It only blows cold air. Heater core was replace last year but both hoses are hot. I was told it's the blend door actuator but don't actually know which one it is. Is it the one behind the ashtray? If it is what the easiest way to get to it n replace it? Thanks in advance

blend motor is the one you can see half of peeking under the center of dash.with key on but engine off see if you hear it move when moving the dial. also when hot from running are the hoses between core and water valve very and equally hot?

Thsnks and Yes both hoses are equally hot. But what is the best way to replace the actuator? I seen it but looks kinda difficult to get to due to that steel bar that's in the way. I can get to one screw but the other is kinda hard to get to.

yep the dash must be rolled up and forward a bit.
