Can't find fuel filter

But--this is what it says for an 04 Tahoe---
IMPORTANT: This vehicle has a lifetime fuel filter built into the fuel sender inside the tank and thus is not serviceable separately. The fuel filter is not a replaceable part.
So if it's not bolted to the ds frame then it's in the tank.

Yep! My ‘04 & ‘05 Silverados had it as part of the fuel pump.

I’m pretty sure 02 was the last year they were inline, under the driver seat on the frame rail. After that they went to in the tank as part of the fuel pump assembly, as well as the fuel pressure regulator.

my 03 silverado had one I think that was the last year and they changed it in 04 but I could be wrong
