Cluster question.. Needed vin

Called my local GM dealership the other day and they told me i needed a Vin go get a cluster... Is this true if so how come?

Whenever you call inquiring for parts they always ask the VIN so that they can find all parts specific to your vehicle. Instead of them looking up model, year, trim, engine, etc.
