replaced actuator on front diff. and still not getting it to shift into four wheel drive it blinks at me from the push button and can feel it trying to lock but cant get any traction

There are two other parts that would cause that but if you say it is trying to engage the front but the axle does not lock itself to the drive shaft I would check or replace the transfer case switch responsible for sending power to the actuator. They don't cost more then $25 and the feedback switch on the axle is about another $15. Do you have a multimeter with ampere function to test them? Did you test that used actuator before install? how strong was it?

is it thermal or electric actuator. mine has the electric and I replaced it also only to find out it was the wire that tie's into the T-case on the driver side top

How do you know if you have the thermal or the electric actuator? I think that I have the thermal actuator (1996 Hoe) and I dont think that it is working. I can hear the rear actuator trying to engage but I dont hear anything coming from the front. How do you test the front actuator? My 4x4 button just blinks at me and new shifts into 4x4 now

By rear actuator do you mean the shift motor in the t-case?

Shift into 4lo and within ten seconds try to move the vehicle does the t-case feel like it is in low gear(takes more braking effort to keep it from moving)and does the 4lo light stay on or does it blink too? When switching to 4hi does the light blink rapidly for 30 second and you hear the t-case shift back into 2wd afterwards? With the actuator out ground the black wire, 12volts to the light blue wire it should extend if you can press it back in with light force chuck it. Remove the power it should retract. When installed in vehicle turn ignition on(engine shut down parking and service brakes depressed) probe the vehicle side connector for the actuator and have someone hit 4hi for you if you see intermitent or no battery voltage you likely culprit is t-case switch. If present the whole time then feedback switch on same axle is likely. If you have lost 4hi completely let me know.
