So I have the ddm 35w 6000k in my lows and want them a little brighter so I just need to buy a 55w ballast and use my existing bulbs and then move my 35w ballast down to my fogs and by 880 bulbs? So basically just need to buy a 55w 5000k 880 for my fogs and the lights are interchangeable between ballasts?
Yes.
Bulbs don't matter. You can swap 35 and 55w ballasts to adjust brightness. At least typically. Down-side is by doing so you are over-watting the bulbs, which are really made to handle 35w. They will run 55w, but won't last as long. More power=shorter bulb life, basically.
There are some bulbs that are 50w rated. I'm running Morimoto 5five 50w bulbs in my headlights. They don't lose color with the extra power and should last longer than a standard 35w capsule. That said, I think the old Osram Xenarc 35w bulbs I was running with the 55w ballasts were considerably brighter.....
HID bulbs are definitely not created equal. I've tried quite a few at this point, and the European bulbs seem superior.

Oh yeah, as far as 55w HID's melting fogs: I've toasted one set of lenses on my Denali fogs. They didn't melt, but got scorched on the inside-center of the lenses. Had another set get water in them and then bad electrical things happened, so I'm not sure if that had anything to do with the wattage, but there was definite melting involved....lol.
I am now running a retro'd set of fogs in projectors with 55w HID's. No melting issues thus far.
