DRL/Low Beams Intermittent

I have an issue with my DRL/Low beams. I noticed that sometimes the DRL are not on, and when switching my headlights on (using the switch), the running lights come on but no low beams (low beam and DRL use the same bulb). I can turn my high beams on with no problem. The problem seems intermittent (the DRL/Low beams work most of the time). I never use the tilt wheel so I don't think its in the column wiring. Anywhere else I should look?

perhaps the drl relay is getting dirty both circuits run thru there. located on the convenience center mounted on inside of fire wall.

Is that accessible from under the hood or under the dash?
