I was told to set the Parking Brake adjustment by getting the star wheel adjusted so that your brake shoes are seated lightly against the drum, put it all back together, and reverse the vehicle while depressing the brake pedal. This “Self Adjusts.” The shoes.

I'd have to get the manual out but for years on GM vehicles this is how I did it. First inspect the rear brakes to be sure everything is correct and adjusted so the service brakes work good. Then apply the parking brake about 3 or 4 clicks, with no clicks I'd go about 1/2 way. With the wheels off of the ground you shouldn't be able to turn the wheels by hand. That usually gets you a good adjustment. Be careful if you try and adjust a 25yo rusty bolt on the cable.
