They cannot be programmed by the dealer or via Tech 2 tool.
It was previously thought nothing could reprogram them, however recently I have found a seller on ebay who does claim to be able to reprogram XM modules. I have no idea how they do it, and to my knowledge they are the only people that perform this service. I just had an XM receiver installed in my truck as the original failed. I was already paying for XM and needed to do nothing with XM as the dealer programmed it to my vehicle. The serial number is different from the original.
I also had a UC6 that I pulled out of another truck VIN relearned by the dealer. It is 6CD, XM, non-Lux. Cost me $50 (1/2 hour labor).
