Fuel Filter Removal

I have a '99 OBS 5.7L...fuel filter runs down the frame rail on the driver side.

How the heck do i remove that plastic/rubber piece holding the filter against the frame?? I removed the two bolts but i can't get this rubber piece off...i feel like i'm going to rip the two fuel lines below the filter off.

Any advice???

it slides around the filter body so it needs to be disconnected and removed to get the band off. Just hold the lines to the frame when pulling it off after disconnecting the filter.
