good brake pads i can order online nd questions about police rims for my 08 tahoe

hey guys its time for me to change my brakes and id like to get good quality brakes.. any sugesstions?? nd im lookin for police style rims nd was wondering if anybody can help me out wit that, what size do they come in and what offset fits the tahoe. The clost I found were crager soft 8s and they come up to 17inch, http://www.summitracing.com/parts/CRR-3978980/

i have the soft 8 for my winter rims. They have a 0 offset and i went with the 4.5 backspacing. There was no rubbing stock height and when i lowered slight rub only in reverese. I had mudflaps so it was catching on the edge of the flap.

wat does 4.5 backspacing mean??
