I just went thru this PITA problem myself!

1. Check your blower fuses under the hood ( should have a high speed blower fuse) If they are good...

2. Take the power wire off of your blower , Turn it to the high setting and see if your getting voltage with your test light.

3. If you are not then either your high speed resistor ( behind the glove box) is bad, or the Relay right in front of it is bad.

Or the fan switch itself is bad, SUCKS DOESNT IT!!

But just try to eliminate the easy probs first.

I Replaced my fan switch in the HVAC panel, Didnt help.

Then i replaced my High speed relay and Resistor, still didnt work.

I finally bought a new blower motor, still didnt work on high.

I took the HVAC controls out of the dash , wiggled the wires and IT FINALLY WORKED and has been working great.

Good luck.
