The third row bench seat seems to be stuck

try pulling the back of the seat towards you when you lift up the lever. If it doesn't sense the seat back is all the way back it would unlatch...

Ya I tried doing that but no luck

Does the release lever move at all? If it moves freely, then the cable got detached. If it doesn't move, something is jamming it.

Maybe the moving mechanism got rusty and is therefore not moving. Spray some WD40 (or any similar product) in there and see if this may free up the lever?
