hid problem and electrical

the other day i noticed that my passenger headlight was flickering so i thought my hid was going bad so i swapped my hids to stock bulbs and the the passenger headlight was dim and you could also see my highbeam were slighty on and when you would use the turn signal the light would also flash along with turn signal and rear wiper would turm on all at the same time could this be because i also noticed that the driverside hid ballast had a little water on them can yall help me guys

I had the same problem with the rear wiper-
http://tahoeyukonforum.com/forum/showthread.php?t=24173&highlight=rear+wiper+pump+ground+switch except it was with my fog lights. Not sure if the flickering is related but flickering hids can be fixed by installing a relay if you don't already have one.
