In the middle of a front brake job on my hoe. Opened the package, pulled off the old pads, discovered that the old inner pads have a different bracket on them that clips into the inside edge of the piston. The new ones have a bracket that is removable, but is obviously not for this application. The new inner fits (with the bracket removed) and is in every respect the same dimensions as the old one, it just doesn't have the clip that fastens into the piston. Is this correct, are they intended to be fitted without that clip?

unknown at this time.
The clip would help facilitate pulling the pad off the rotor when releasing the brake. I have not seen any pads without them tho. Did you get the 670 or 654 pad layout?

Sold to me as 654. They came with a bracket that snaps onto the metal part. It's just not correct for the application.

Well I have the original window sticker. This one has the LT package and the comfort/security package. Has the heavy duty towing stuff as well and rear locking diff. Does not mention performance or police packages. So couple that with physical comparison of old and new pads, and I'm pretty sure 654 is correct.
