Horn blows on 99 tahoe

I have a 99 Tahoe I just put a brand new battery in it will a with a brand new Bolton fuse that's on the radiator fan shroud and now when I go to hook my negative cable up to Horn blows any help would be appreciated

Diagnostics for a 98, should be the same for your 99...
