HVAC control

I have a 2000 Tahoe LT .My problem is the temp control does not regulate hot or cold,I have replaced the control motor at the bottom of the HVAC unit with a new GM part but the motor does not move some times it will rotate in one direction .All the other controls work normal just no control over A/C or heat intensity.I have tried resetting to no avail. Any help or suggestions would be great.A TSB mentions a HVAC control module lock up,where is it and is it replaceable with out buying a new vehicle?

Try disconnecting the battery for about ten minutes. (That should reset everything)

I forgot to mention i disconnected the battery as per GM ,no change and also pulled the radio fuse as per GM's bulletin and no help.
