I want a black illuminated bowtie but I don't want it to be all the time.

My preference would be to have it activate with fog lights.

Aside from rewiring some <things>; I'm assuming there are some other power considerations, so I'm hoping one of you electronic gods please do me a learn/tell me all the things I'm not considering.

I know it won't be plug and play/this is the connector that comes with the glowtie

What about just doing a remote control relay? Then you could turn it on any time you want, even when the car is off.

interesting - googled and am learning about them now... would the idea be to have a the remote control relay sit between the bowtie and the above headlight y/jumper cable?

I don't know that I would even tie them together. You could just tie the relay to the batter or an aux port and then turn it on and off whenever you want.
