Moving the roof rack cross rails and locking them down

On a 2011 Yukon XL I have the OEM cross rails that you pull up on the lever to move their position. The manual says you can move them to any position then push down to lock them into place but it seems like the lever only goes down at certain positions on the roof rack rails (and there are only a few positions). Is that the way it is or am I doing something wrong?

Those particular rails have several locking points. If its not on one of those points it will not lock.
