my 95 chevy tahoe i just got came with 16" wheels i was wondering if i could fit 15" wheels on there with no caliper rubbing issue? and if 33's will fit stock ( no lift ) with minor rubbing, this true?

15inch wheels- Yes. I've seen a few people do that around here, you'll be fine.

33's- Either trimming, or a leveling kit at the least.

95's were stock with 15s ... as long as the backspacing is OK you'll be fine, if you get that wrong I bet you'll have some rubbing issues when turning.
