painting appliques

I found a set pretty inexpensive. but will need paint.
since i will be sanding original paint, can i prime, base clear? or should i use an adhesion promoter even though im painting over paint?

Did mine 2 weeks ago - used adhesion promoter. Came out great!

thanks. i ordered adhesion promoter just to be safe. now im wondering if i want to color match or keep them black.
can i see a pic of yours?
