So I recently installed a new front bumper on my white 2003 Chevy Tahoe Z71. It came delivered black (primed). In the process I broke two tabs of the top bumper cap on the passenger side. Any I went to two different paint shops to get an estimate on replacing the top bumper cap, painting it and painting the newly black bumper. One shop quoted $590 and another shop quoted $501.

My question is has anyone every painted there own front bumper? Kinda curious to see how it came out for you and would you recommend I do it myself? Really hate to spend $500 on bumper painting.

$500 is crazy. When I was tired of looking at the rock chips on the front end of my Z71 I had the hood, bumper and grill sanded and painted for $500. Of course I took the parts off the hoe and brought them to the shop. I found that the bigger body shops don't like smaller jobs and they wanted to charge me $2,000 to repaint the front. So I went to a smaller body shop and the guy there was happy to help and gave me a great price. When I later replaced the rear bumper the same shop painted it for $100. But again I brought the bumper to him with the plastics off. I would try and find a small shop that would give you a similar deal and you just order the plastic cap and install it yourself.

That's one option.
Also what 03z71 said
Or if you take it off go ahead and wet sand it and prep it yourself do make costs even lower.
Also keep in mind that white is pretty expensive compared to black or red or some other colors.
Or what I did on my last truck is powder coating. Was less than $200 each bumper and lasts way longer than paint.

My Tahoe now I'm going to wrap in vinyl. But that's because my bumper is chrome and want the option of going back to chrome if I sell it.
