Parking brake pedal goes to floor, no brake action

This broke a little while back. I crawled under the side and tugged on the cable and it moved down from the cab end a ways. I could see the clean part was well out of the cab but didn't want to create a dangling cable issue so I pushed it back up and ordered a front cable.

Got the cable a little while back but only now found time to try to install it. It appears the cable there is not broken. I thought I'd pull it out from the bottom to get started and it wouldn't pull out. I pulled the cable and pressed the pedal down ant it pulled the cable up like I would expect from an intact cable.

I can see the bracket that has two cables into it is intact and the end there is fine. If I pull each of the cables to the rear they pull up some then retract as I expect.

I seem to have a bunch of extra slack in the cable that keeps it from engaging. What am I missing?

Searching the internet for an image of anything useful finds few images of this series of truck. Nothing helpful.

Does anyone have a good idea of what might have broken? I was on a hill setting the brake rather firmly when something went pop and the pedal went down. I can pull the release and raise the pedal back up. It stays up.

Oh yeah, this is a 2009 Tahoe LTZ.
