Parking brake problem?

Hello I just found out that the entire time i owned my truck that only one side was working with the parking brake the passenger side rear line the spring is fully compressed as if i had the parking brake on and the adjuster for that side is pretty loose has anyone had the problem? And any idea on how to fix this?

redo your rear brake adjusters and then reset your parking brake cables. if it is still loose upon activation then replace the cable.
