Parling Brake/E-Brake stuck or broken. Please Help!

So all this happened of course right as I was running out the door leaving for work. Due to that whole "going to be late/going to be expensive" feeling I'm still running on adrenaline.

I own a rear wheel drive (no 4wd) 2004 Tahoe. First big truck I've ever owned. I'm used to little cars like the Cobalt or the Cavalier. I usually park the truck in the driveway and I put on the brake because it's on an incline. This morning I got in and popped the e-brake as if to leave. The brake did release, but I noticed the lever didn't go back into place like it usually does. It just sat there loose. So I put the brake back on so I could get out of the truck and look at it. Sure enough the release lever is still loose. There's zero tension on it. I pulled on the cable and I can feed about 2-3 inches (i didn't try any further) and still have no tension on the cable. Unfortunately since I put the brake back on in order to safely look at things, the lack of tension on that cable means I can't get the brake disengaged anymore either.

So I'm looking for help/advice. I can't really do anything about this until I get home. The garage is empty, but I'm not used to rear wheel. In a little fwd car i'd put it in gear, drive forward, and drag it into my heated garage (i'm in alaska) so i could work on it/look at it. This big rwd truck...can I do that? Also does the cable on that release lever stretch all the way to the back wheels? I did a google search and it looks like it's a shorter cable, like just inside the dash or engine compartment short. Do i need to tear apart the dash, get underneath or, or look under the hood? I'm not sure how to attack this issue and i can't look at it while i'm at work. I'm hoping someone with more experience can give me advice like "the lever attaches to another cable under the car. the other cable is what runs all the way to the back. if you still have a working brake maybe a plastic connector got brittle and is broken". That sort of thing.

Any help???

Could be either a cable issue or a brake shoe issue on either side.

First, underneath the truck on the driver side framerail, you should see this:

Are all three cables taught?
