Passenger door not unlocking

Its seems that when I'm on my driver side with the fob in my pocket, I can hit the button on the door handle and it will unlock my door, hit it twice and all doors unlock as expected.

But when my girlfriend tries to unlock the passenger door (I'm standing at the drivers door) her door won't unlock. If I walk over with key in my pocket, I can unlock the door by hitting the button on the handle.is that by design or is something off?

By design so someone trying to rob your car cannot open the door.
