Well sure it can !!! With the aftermarket removable drives timing sets... And it can be pre filled thru the hole
on the block on the left (drivers) side... And it always should be !! Also the pressurized way (that melling recommends)

But I get it

I made an engine oil primer out of an AC flush can/tool.
it only holds one quart (+/-), but it worked like a charm.

Absolutely. I made a primer out of ~$50 in Harbor Freight and Home Depot plumbing parts. I filled it with oil and pressurized it with my shop compressor to push oil into the engine while I turned the crankshaft. I drained the oil from the pan into a clean container, put it back into the primer and repeated until all 16 rockers had oil spurting from them.

I didn't have a single tick at the first start.

Turning the crank to prime the engine with oil kinda defeats part of the purpose of priming the engine, doesn't it?

It's not so much for lubrication as all the moving parts are lubed during assembly. The point of priming is to pressurize the oil system to purge it of air so that everything that gets pressurized oil gets it ASAP and isn't relying on the assembly lube. It especially helps to minimize the amount of time the lifters are ran (partially?) collapsed.

I was just being a smart-ass, lol

I've primed oil pumps to get oil up into the valve train before start-ups and also to make sure hydraulic lifters were pumped up before adjusting rockers.

It just sounded funny. Isn't the pump attached to the crank on these, so when crank turns the pump pumps, lol
