Random flasher relay clicking 2001 Tahoe

My flasher relay randomly clicks, a lot now, but the turn signal lights do not flash. When I use the turn signal everything works Ok. But the signal relay will continue to randomly click when the signals aren't being used.
If it is the relay how do you remove the relay from the fuse board. I have tried pulling on it but I am afraid I will break something if I pull too hard.
