Re-clocking wiper arms?

My '96 Tahoe has 290k miles. The wiper linkage is worn to where the driver's side wiper goes off the edge of the windshield when on. I took the wiper arm off to re-clock it down just a bit [like my Ford] but there is a notch that prevents it. Has anyone filed the notch off the spindle so the wiper arm could be clocked just a little?

Replace the linkage bushings and be done with it.
