what rpm should my 01 tahoe idle at with and w/o ac on.
curently 300 to 400 w/o and a surge of 250 to 350 on and how do i idle it up

Try to relearn the idle and see if that helps.
Disconnect the battery for a couple minutes then follow the next few steps:
Make sure the ignition is OFF .
Reconnect the battery.
Turn OFF the A/C controls.
Start the engine and idle it until the engine coolant temperature is at least 180*F.
Shift the transmission into Drive and idle the engine for 5 minutes.
Shift the transmission into Park and idle for another 5 minutes.
Turn the engine off for at least 30 seconds. This should relearn the idle speed for the pcm.

Also, make sure your throttle body and the idle air passage in the tb is clean.

Sorry took so long did pcm relearn truck still idols at 500 rpms in park and drive and about 250-300 with a/c on. So is next step clean throttle body and if so what do I clean it with and can that be done while still on truck?

use parts brake cleaner remove the throttle body. you will need a new gasket. search for more info.
